All hotels, motels, <a href=\"#bed\">bed &amp; breakfast<\/a> and other lodgings require a permit from the health department to operate. Plan reviews are required prior to permit issuance for new or remodeled facilities.<\/p>\n<ul>\n<li><a href=\"https:\/\/www.vdh.virginia.gov\/content\/uploads\/sites\/121\/2021\/06\/Application_Hotel_Motel_Summer-Camp_2021.6.10_fillable.pdf\">Tourist Facility Permit Application<\/a><\/li>\n<li><a href=\"https:\/\/www.vdh.virginia.gov\/content\/uploads\/sites\/121\/2021\/06\/Plan-Review-Application_2021.6.10_fillable.pdf\">Tourist Facility Plan Review Application\u00a0<\/a><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Inspections focus on:<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">General cleanliness<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Building upkeep<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Pools and pool facilities<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Insect and rodent control<\/span><\/li>\n<\/ul>\n<p><strong>What about Bed and Breakfasts?<\/strong><\/p>\n<p>A bed and breakfast facility means:<\/p>\n<ul>\n<li>A residential-type establishment that provides two or more rental accommodations and food service on any single day to a maximum of 18 transient guests for a period of five or more days in any calendar year<\/li>\n<li>Any residential type of facility providing at least one rental accommodation for transient guests and food service for a total of 30 or more days in any calendar year.<\/li>\n<\/ul>\n<p>VDH has established <a href=\"https:\/\/townhall.virginia.gov\/L\/ViewGDoc.cfm?gdid=6357\" target=\"_blank\" rel=\"noopener\">PIM 18-01<\/a>, which outlines that residential-style rentals that meet the <a href=\"https:\/\/law.lis.virginia.gov\/admincode\/title12\/agency5\/chapter431\/section10\/\" target=\"_blank\" rel=\"noopener\">12VAC5-431 definition of a bed and breakfast facility<\/a> require a VDH Lodging Permit.<\/p>\n<h3><strong>Other Permits<\/strong><\/h3>\n<p>Operators of hotels, motels, and bed &amp; breakfasts may be required to apply for and obtain other VDH permits, such as a pool construction permit or a food establishment permit.<\/p>\n<h2><\/h2>\n<h2>Regulations<\/h2>\n<p><span style=\"font-weight: 400;\">To review hotel regulations, see VDH&#8217;s <\/span><a href=\"https:\/\/www.vdh.virginia.gov\/environmental-health\/touristlodging\/\"><span style=\"font-weight: 400;\">Lodging Regulations<\/span><\/a>.
