{"id":3746,"date":"2018-05-16T20:02:38","date_gmt":"2018-05-16T20:02:38","guid":{"rendered":"https:\/\/www.vdh.virginia.gov\/licensure-and-certification\/?page_id=3746"},"modified":"2026-04-16T11:53:33","modified_gmt":"2026-04-16T15:53:33","slug":"public-hearings","status":"publish","type":"page","link":"https:\/\/www.vdh.virginia.gov\/licensure-and-certification\/the-certificate-of-public-need-program\/public-hearings\/","title":{"rendered":"Public Hearings"},"content":{"rendered":"<h3 style=\"text-align: center;\"><strong>Welcome to the Public Hearing Project Calendar for the<br \/>\nDivision of Certificate of Public Need (DCOPN)<\/strong><\/h3>\n<p style=\"text-align: center;\">As a service to Virginia residents, this site will provide information on the scheduling of public hearings for DCOPN projects and will be updated as changes in scheduling arise.\u00a0 Per section <em>12VAC5-220-230 D<\/em> of the <em>Regulations<\/em> governing the Certificate of Public Need process, DCOPN shall give notice of a scheduled public hearing in a newspaper of general circulation in such county or city wherein a project is proposed or a contiguous county or city at least nine days prior to such public hearing. Notice of future public hearings will continue to be advertised per the <em>Regulations<\/em> and on this site. However, this site will not maintain a schedule for public hearings conducted by the Health Systems Agency of Northern Virginia (HSANV). HSANV is a non-profit organization that works toward the balanced and orderly development of health care facilities and services in the cities of Alexandria, Fairfax, Falls Church, Manassas, Manassas Park and the counties of Arlington, Fairfax, Loudoun and Prince William.<\/p>\n<p style=\"text-align: center;\">Any questions regarding public hearings conducted by HSANV should be directed to <a href=\"mailto:hsanv@aol.com\">hsanv@aol.com<\/a>.<br \/>\nAll other inquiries regarding Certificate of Public Need should be directed to <a href=\"mailto:copn@vdh.virginia.gov\">copn@vdh.virginia.gov<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<hr \/>\n<h1 style=\"text-align: center;\"><strong>PUBLIC HEARING PROJECT CALENDAR<\/strong><\/h1>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\">Notice is hereby given that two public hearings for certificate of public need requests have been scheduled for Thursday, May 7, 2026, to be held in the Harper Lee Meeting Room at the Russell<br \/>\nMemorial Library is located at 2808 Taylor Road, Chesapeake, Virginia.<\/p>\n<p style=\"text-align: left;\">The public hearing for the first project will begin at 1:00 p.m., and the applicant will have 15 minutes to present the project. Public comments will follow the applicant\u2019s presentation. Once the first public hearing concludes, the second will begin.<\/p>\n<p style=\"text-align: left;\">The projects to be heard are:<br \/>\nCOPN Request No. VA-8873 submitted by Bon Secours-Hampton Roads Behavioral Health, LLC to establish a 96-bed inpatient behavioral health hospital, located at 644 Independence Parkway,<br \/>\nChesapeake, Virginia.<\/p>\n<p style=\"text-align: left;\">The total capital cost of the proposed project is $103,156,063.<\/p>\n<p style=\"text-align: left;\">\nCOPN Request No. VA-8875 submitted by 1 Bon Secours ALF Real Estate, LLC to establish an inpatient psychiatric hospital with 108 adult and adolescent psychiatric beds, located at 1 Bon Secours Way, Portsmouth, Virginia.<\/p>\n<p style=\"text-align: left;\">The total capital cost of the proposed project is $58,851,473.<\/p>\n<p style=\"text-align: left;\">\nAny interested party may appear at these public hearings and present comments, which will be limited to 3 minutes per speaker.
