The legislation, which amends Code of Virginia \u00a7 22.1-138, adds subsection C, and requires school boards to maintain a water management program for the prevention of Legionnaires\u2019 disease at each public school building in the local school division. \u00a0 The effective date of the legislation is July 1, 2021, giving school boards time to develop and implement the required water management programs.<\/p>\n<p>Schools and businesses who closed buildings or significantly reduced activities due to COVID-19 should thoroughly flush their building\u2019s plumbing systems before reopening.<\/p>\n<p><strong>For more information, see the Virginia Department of Education's \"<\/strong><a href=\"https:\/\/www.vdh.virginia.gov\/content\/uploads\/sites\/14\/2021\/08\/VA-Dept-of-EDU-Water-Mangement-Planning-Guide.docx\">Water Management Program to Prevent Legionella Pneumophila Growth in Public School Buildings<\/a><strong>\".<\/strong><\/p>\n<\/div>\n<\/div><\/div><\/div><\/div><\/div><div id=\"pg-42-2\"  class=\"panel-grid panel-has-style\" ><div class=\"yellow-line panel-row-style panel-row-style-for-42-2\" id=\"water-management\" ><div id=\"pgc-42-2-0\"  class=\"panel-grid-cell\" ><div id=\"panel-42-2-0-0\" class=\"so-panel widget widget_sow-editor panel-first-child panel-last-child\" data-index=\"2\" ><div\n\t\t\t\n\t\t\tclass=\"so-widget-sow-editor so-widget-sow-editor-base\"\n\t\t\t\n\t\t><h3 class=\"widget-title\">Importance of Water Management<\/h3>\n<div class=\"siteorigin-widget-tinymce textwidget\">\n\t<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-3668 alignright\" src=\"https:\/\/www.vdh.virginia.gov\/content\/uploads\/sites\/14\/2020\/06\/CDCFountain-300x199.jpg\" alt=\"Child drinks from a fountain\" width=\"210\" height=\"139\" \/>Building owners and operators are responsible for maintaining drinking water quality throughout their buildings. Building drinking water systems are designed to support the continuous delivery of safe water. When buildings or parts of buildings (such as gym locker rooms) go unused, so too does the water sitting in pipes. To make sure drinking water systems remain at safe levels it is important that all of the water in the building be flushed out and replaced with fresh water from the water utility system.<\/p>\n<p>When water is not used, the disinfectant in the water dissipates over time. Without chlorinated water flowing through the pipes for an extended period, microorganisms can grow in water pipes, fixtures and tanks. Prolonged water stagnation also can diminish the normal, protective scale on interior pipe walls. Without the protective scale, metal from the piping may dissolve into the water.<\/p>\n<p>Water management plans will assist building owners to understand, measure, and manage water quality in building plumbing systems. The practice of flushing to maintain building water quality is one tool employed as part of a water management plan.<\/p>\n<h3>What is a Water Management Program?<\/h3>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignright\" src=\"https:\/\/www.vdh.virginia.gov\/content\/uploads\/sites\/14\/2020\/06\/Prevent-Legionnaires-Pic.jpg\" alt=\"9 in 10 CDC investigations show almost all outbreaks were caused by problems preventable with more effective water management.\" width=\"275\" height=\"275\" \/>Water management programs identify hazardous conditions and take steps to minimize the growth and spread of\u00a0<em>Legionella<\/em>\u00a0and other waterborne pathogens in building water systems. Developing and maintaining a water management program is a multi-step process that requires continuous review. Seven key activities are routinely performed in a\u00a0<em>Legionella\u00a0<\/em>water management program:<\/p>\n<ol class=\"mb-3\">\n<li>Establish a water management program team<\/li>\n<li>Describe the building water systems using flow diagrams and a written description<\/li>\n<li>Identify areas where\u00a0<em>Legionella\u00a0<\/em>could grow and spread<\/li>\n<li>Decide where control measures should be applied and how to monitor them<\/li>\n<li>Establish ways to intervene when control limits are not met<\/li>\n<li>Make sure the program is running as designed and is effective<\/li>\n<li>Document and communicate all the activities<\/li>\n<\/ol>\n<p><strong>In general, the principles of effective water management include<\/strong><\/p>\n<ul class=\"mb-3\">\n<li>Maintaining water temperatures outside the ideal range for\u00a0<em>Legionella<\/em>\u00a0growth<\/li>\n<li>Preventing water stagnation<\/li>\n<li>Ensuring adequate disinfection<\/li>\n<li>Maintaining premise plumbing, equipment, and fixtures to prevent scale, corrosion, and biofilm growth, all of which provide a habitat and nutrients for\u00a0<em>Legionella<\/em><\/li>\n<\/ul>\n<p>Members of a building water management program team work together to<\/p>\n<ul class=\"mb-3\">\n<li>Identify ways to minimize growth and spread of\u00a0<em>Legionella\u00a0<\/em>and other waterborne pathogens<\/li>\n<li>Conduct routine checks of control measures to keep an eye on areas at risk<\/li>\n<li>Take action if a problem is found<\/li>\n<\/ul>\n<p>Once established, water management programs require regular monitoring of key areas for potentially hazardous conditions. It discusses important basic water quality monitoring parameters, including temperature, pH, turbidity, and disinfectant residual. By running water through the pipes we can flush out the old stagnant water and bring in fresh water to replace it.<\/p>\n<p>This is usually accomplished by running water fixtures such as showers, faucets, and flushing toilets in order to clear out the old water in the pipes and allow fresh water to flow through.\u00a0 The amount of time this is done depends on the size of the building and the configuration of the building plumbing.<\/p>\n<p><strong>Resources and Guides for Flushing Water Systems:<\/strong><\/p>\n<p>The Washington State Department of Health published\u00a0<a href=\"https:\/\/www.vdh.virginia.gov\/content\/uploads\/sites\/14\/2020\/10\/LegionellaandBuildingWaterSystemClosuresCOVID-19-1.pdf\"><i>Guidance for Legionella and Building Water System Closures<\/i><\/a>, including information on plumbing system flushing (September 2020).<\/p>\n<p>The US EPA recommends that building owners and managers take proactive steps to protect public health by minimizing water stagnation during closures and taking action to address building water quality prior to reopening.\u00a0<a href=\"https:\/\/www.epa.gov\/coronavirus\/information-maintaining-or-restoring-water-quality-buildings-low-or-no-use\">More information can be found on EPA\u2019s website.<\/a><\/p>\n<p>American Water Works Company, Inc.
