Drinking Water strongly encourages waterworks to assess their cybersecurity practices and implement cybersecurity controls appropriate to the technologies they utilize.\u00a0 For a waterworks new to cybersecurity, simply implementing basic cybersecurity practices can greatly reduce their exposure to cyber-attacks that may threaten their water system, billing\/financial software, or other critical systems.\u00a0 Examples of basic cybersecurity practices include utilizing antivirus and malware software, updating software regularly, setting strong passwords, utilizing multi-factor authentication, backing up data regularly, conducting cybersecurity awareness training, and securing wireless networks.\u00a0 To ensure implementation of cybersecurity practices, waterworks should designate a cybersecurity lead for the organization.<\/p>\n<h3><a id=\"cyber1\"><\/a><strong>Responding to a Cybersecurity Incident<\/strong><\/h3>\n<p>If a waterworks experiences a cybersecurity incident, ODW recommends that the waterworks does the following:<\/p>\n<ul>\n<li>Inform the Virginia Fusion Center, Cyber Intelligence Team of the incident through their <a href=\"https:\/\/www.reportcyber.virginia.gov\/cyber-incident-form\/\">Cyber Incident Form<\/a>. The Code of Virginia requires public bodies to report cyber incidents to the Virginia Fusion Center.<\/li>\n<\/ul>\n<ul>\n<li>Contact the regional ODW field office to inform them of the incident. Contact information is available <a href=\"https:\/\/www.vdh.virginia.gov\/drinking-water\/contact-us\/\">here<\/a>.<\/li>\n<li>Inform the Cybersecurity and Infrastructure Security Agency (CISA) of the incident through their <a href=\"https:\/\/www.cisa.gov\/forms\/report\">Incident Reporting System<\/a>.<\/li>\n<\/ul>\n<p>Waterworks may wish to use the <a href=\"https:\/\/www.epa.gov\/system\/files\/documents\/2023-02\/230202-CyberIncidentReportingProcess_21118.pdf\">EPA Cyber Incident Reporting Factsheet<\/a> to assist their efforts to report cyber incidents to the federal government.<\/p>\n<h3><a id=\"cyber3\"><\/a><strong>Assessing Cybersecurity<\/strong><\/h3>\n<p>Waterworks should routinely assess their existing cybersecurity measures to determine where additional controls are needed to address vulnerabilities.\u00a0 A cybersecurity assessment should also be performed when implementing new Supervisory Control and Data Acquisition (SCADA) systems, billing\/financial software, or other technologies that are subject to cyber-attacks and critical to the waterworks.<\/p>\n<p><u>For waterworks wishing to perform a cybersecurity self-assessment<\/u>, the American Water Works Association (AWWA) has developed an <a href=\"https:\/\/cybersecurity.awwa.org\/?_gl=1*866m7j*_ga*MTYwMjE1Njg1LjE2OTE1ODkwODA.*_ga_V6LK6LPN9V*MTY5MTU4OTA3OS4xLjEuMTY5MTU4OTEzMC45LjAuMA..\">Assessment Tool<\/a> to evaluate how utilities are using various technologies and generate a customized, prioritized list of controls that are most applicable to the utilities\u2019 technology applications.\u00a0 The AWWA has also developed <a href=\"https:\/\/www.awwa.org\/small-systems\/\">Small Systems Guidance<\/a> to help small rural utilities improve their cybersecurity practices.\u00a0 More information on AWWA cybersecurity resources can be found at <a href=\"https:\/\/www.awwa.org\/Resources-Tools\/Resource-Topics\/Risk-Resilience\/Cybersecurity-Guidance\">https:\/\/www.awwa.org\/Resources-Tools\/Resource-Topics\/Risk-Resilience\/Cybersecurity-Guidance<\/a><\/p>\n<p><u>For waterworks seeking assistance to perform a cybersecurity assessment<\/u>, the U.S. Environmental Protection Agency (EPA) offers free cybersecurity assessments to waterworks through its Water Sector Cybersecurity Evaluation Program.\u00a0 This program will conduct a cybersecurity assessment using the EPA\u2019s checklist in their <a href=\"https:\/\/www.epa.gov\/system\/files\/documents\/2023-03\/230228_Cyber%20SS%20Guidance_508c.pdf\">guidance on Evaluating Cybersecurity in PWS Sanitary Surveys<\/a>, and develop a risk mitigation plan identifying recommended cybersecurity controls.\u00a0 To obtain this assistance from the EPA, complete the EPA\u2019s Water Sector Cybersecurity Evaluation Program request form <a href=\"https:\/\/www.epa.gov\/waterresilience\/forms\/epas-water-sector-cybersecurity-evaluation-program\">here<\/a>.<\/p>\n<p><strong>Other Resources<\/strong><\/p>\n<ul>\n<li><a href=\"https:\/\/www.epa.gov\/system\/files\/documents\/2023-03\/EPA%20Water%20Cybersecurity%20Assessment%20Tool%201.0_0.xlsx\">USEPA Water Cybersecurity Assessment Tool and Risk Mitigation Plan<\/a> \u2013 This 33-question form is designed to be completed by moderately computer savvy individuals without a background in IT. In addition to serving as a cybersecurity assessment targeting items that the EPA considers a priority, this tool also aids the development of a risk mitigation plans to address gaps identified by the assessment.<\/li>\n<li><a href=\"https:\/\/learn.cisecurity.org\/cis-ram\">CIS RAM v2.1 for CIS Critical Security Controls v8<\/a> and <a href=\"https:\/\/nvlpubs.nist.gov\/nistpubs\/CSWP\/NIST.CSWP.04162018.pdf\">NIST Cybersecurity Framework v1.1<\/a> are additional assessment tools utilized by the cybersecurity industry with applications beyond drinking water systems. Over 660 waterworks responded.
